Prime vs Trial (Beta) gaming
I have noticed several differences in all game modes on quality of characters (toons). Most notably in arena game modes. So my question is... does SWGOH mix Beta players (test players) with prime play...

There’s almost always an explanation. If you want to learn, post the specific scenario. If things aren’t working as described in the kits then it’s a bug, not anything to do with beta testers.
