Phoenix Squad has its own tag because there are abilities that target Phoenix specufically. (ie: Hera's leader ability) There are no abilities that target Rogue One characters, so there's no need.

Pao and Bistan are available for the battle.
Deathtrooper and Krennic were in the movie, but dark side characters aren't used in Hoth battles ao they're not applicable here.
