SLKR no siphon on basic

Question

I’ve got an issue with SLKR not gaining 10 siphon on basic. He’s g9, with just the leader zeta, but I don’t need to zeta the basic for that 10 siphon gain right? I couldn’t figure out how to attach a video to help, sorry, but I know my level one basic reads “gain 10 siphon”. Is anyone having similar problem?
