So, aside from his taunt, he's working as intended. You'd just be better not attacking him in general until you need to.
It's not from his unique but the one from the description of his taunt that's in question.
If he has buff immunity and taunts then he still feeds TM but if he taunts and gets dispelled then he doesn't feed TM. One of these is a bug but we don't know which.
