STH when shocked: Bug or WAI?

I'm willing to bet that this is an unintended bug. Have you reported it as one yet? @CG_Kozispoon should be able to weigh in with a difinitive answer.

Personally, i believe it is a bug. If STH can't taunt, then he should not be able to get the effects of that taunt when he tries to use it.

Everyone is still in the abuse phase we havent made it to the report phase yet

It has been discussed before in an old thread. There is a difference between a buff and a positive status effect. The taunt is a buff (which is also a positive status effect). The TM granted to allies is a positive status effect but not a buff. Shock prevents gaining buffs but doesn't prevent gaining all positive status effects, hence it prevents gaining taunts but not the TM granting effect. QGJ dispels all positive status effects — both taunt and the TM granting effect.

Long story short:
It all works according to the descriptions of the abilities. You just need to read it carefully. They use different words for different abilities and effects for a reason.

This is what I assumed, just wasn't very clear before and like I had said earlier, even if he had been buff immune, his unique would still proc.

Wrong. Shock doesn't remove buffs. It just prevents new buffs. So, if shocking an already taunting toon, that toon will still be taunting afterwards.

This makes perfect sense, thank you. The only piece I'm missing then is a description of the effect of "shock." Where is it written that it prevents buffs but not positive status effects?

If you select the icon over a shocked charachter the text will say that it prevents it from gaining buffs, health and bonus TM.

If you select the icon over a shocked charachter the text will say that it prevents it from gaining buffs, health and bonus TM.
