It has been discussed before in an old thread. There is a difference between a buff and a positive status effect. The taunt is a buff (which is also a positive status effect). The TM granted to allies is a positive status effect but not a buff. Shock prevents gaining buffs but doesn't prevent gaining all positive status effects, hence it prevents gaining taunts but not the TM granting effect. QGJ dispels all positive status effects — both taunt and the TM granting effect.
Long story short:
It all works according to the descriptions of the abilities. You just need to read it carefully. They use different words for different abilities and effects for a reason.
I know of this is an older post but I was directed to your comment and will disagree here
TM give when damaged can only be dispelled if he is taunting.
If taunt is blocked by shock or buff immunity the TM give part cannot be dispelled. I have tried.
If it worked as you described it, than you should be able to block taunt and than separately dispel the TM give effect when he is damaged and currently you cannot do that.
