You need 5 phoenix specifically to unlock Thrawn, and 5 rebels to unlock palpatine. You can see that if you go to the journey guide click on the character and then click activity and the characters that you have to use show up.
And this gives you two empire characters towards R2-D2, who is a CLS requirement.
