Thrawn switching TM with fractured ally
i just realized that this is possible, you can target a fracture ally to give him 100% TM with Thrawns special. after opponents Thrawn took his turn your fracture expires and your toon has 100% TM! ...

You can swap TM with a dazed ally, but it might be because the toon gets dispelled before the TM changes. Haven't checked the mechanics to be sure though.
I checked the mechanics of the ability and they say the effect is unresistable, it just gives them 100% turn meter no matter what. Ironically Thrawn's own debuff, Fracture, is the only debuff it counters since the ability also dispels any negative effects first like you mentioned
