what does Target Lock do on toons exactly?
now that we have more than IPD who can target lock, what does target lock do by itself? i don't have IPD zeta'd, and it seems like its TL's description of "can't gain buffs" is really an effect of...

Apparently it does whatever it's programmed to do, if so, and nothing else. It's a "by exclusive design" ability, apparently.
I had the same question, so I boosted up my Probe Droid just enough to find out, took him to GW and had him debuff someone, and that was all it said.
Provides abilities with extra benefits, or something to that effect.
Someone else will elaborate I'm sure, but basically: unless it's told to modify an ability, it does nothing at all.
