What ships are you shooting at? Phantom gains crit immunity when Ghost is present, so you can't hit it critically. When Cassian's U-Wing is in play, it gives all its Rebel allies 50% crit avoidance vs. target locked enemies. So your lower crit rate may be affected by either of those abilities
