A. Fallen can be everywhere. She's super versatile and bring lot of stuff, and she can even make a 'weak teams' to much stronger. Fitting with tanky L - Padme, GK, Bossk, KRU, even zzzCLS when Chewie guarding him - making all of those super tanky, annoying, and she bring the CBM buff which make the enemy life much harder.
B. What's the Palp team? Thrawn can be replaced since he can be anywhere, but as we said, so is BSF. Tarkin have no much places besides, and Vader can be L of his own, but he should he with Palp. Both of them give lot of debuffs and have strong AoEs and CC, especially when rolling with Palp TMgain. So I'd say - Palp, Vader, Tarkin, BSF and +1 - depends on where you want your Thrawn.
(Personally, my thrawn is chase-the-gmy. No matter where GMY is.. Padme L, JKR L, Bast L, or his own L, thrawn is there to fracture this ridiculous little green boy.)
