Devs already answered some toons purposefully get bad gear as nerfs. Specifically called out Wiggs as two who have been top tier for long enough.
Chaze DN Thrawn also get poor gear.

I think he's referring to this post , where the dev says characters get gear tailored to where they are in the meta.- To be fair going from 11-12 right now means next to nothing. Once we start filling in the G12 gear is where we will see the benifit. Right now all we get is a shiny new colour

Tell that to the 4-gold team sitting in #1 of my shard. I used to beat him regularly (raid Han RNG dependent). The extra 40k or so protection makes it all far harder.- Ewoks, troopers and droids (Grievious, ig100 & 88) seem way tankier. Nebit is tough as hell too.
But the most interesting buffs seem to be Han, Maul, Rey and Yoda (who is way more viable now).
Baze health isn't that low since he gains 20% extra health, his protection still is quite high.
Special mention to Sidious who got both massive health AND potency i.e. nice buff if zeta'ed. "HeroOfCanton;c-1254037" wrote:

They're pilots. Gear still helps their ships get better.

Which doesn't help them since they only do physical damage. That's what a lot of people have a beef about. But they're still decently strong without the new gear affecting physical, just not as strong as before. and again, the new gear still helps their ships.- Excellent point @zombiwan_kenobi the ewoks being able to take a hit or two is all that was holding them back before and troopers/droids to a lesser degree... also @mediocreJoe really nails it, the ACTUAL G12 gear is gonna be the point of no return once the first teams in arena make that jump considering some characters gain +9000hp or more and other unheard of (until now) stat increases... we are all anxious, but it is strategy that makes the biggest difference and in this game the biggest strategy in times like this after a massive update is who and how to farm that gear for.

Since the anti-CLS strategy consists of using zBariss along with high health toons, G12 will definitely make such teams way more powerful now. Meta could change faster than usual.
Health increase will mostly affects Bountyhunters (and most of them also got huge increases) under Boba lead, Sidious and Grievous - Perhaps such toons could make some unexpected come (back).
Most Phoenix also got interesting buffs, making them even more durable (Hera, Zeb and Chopper mostly), too bad it doesn't affect much their terrible damages.
