Why does that make it worse? Requiring a ticket (i.e. an actual request with an audit trail) is basically SOP for any software development.
Beats me, I'm not in software. Just sounds like a horrible way to deal with daily stuff at a small (?) company.
I'm not directly in software and deal with a lot of different disciplines in my daily work. This is normal, and our company is only 75 people.
