Conquest data disc not working?

I have a data disc that might not be working,

ruthless: debilitation when an enemy fall below 100% health add armour shred for 2 turn and healing immunity.  The armour shred is not applying to sectors 2 feat to apply armour shred is this data disc meant to or not as I picked it up to help with it as I progressed through the sector without having to  put character with armour shred in but as it did not work used character with it but only sitting with 4.
