I think it should be what OP suggested, change the description from "remove buffs and deal damage" to "deal damage and remove buffs". As frustrating as it is, we have other cases of toons being able to inflict multiple instances of damage during their turn - Sabine's basic, Ahsoka Snips' special, Fennec's basic, Scavenger Rey's Specials, probably others but those are the ones that immediately come to mind - with all the instances being evaded instead of just the first one. It's different from Count Dooku or Princess Leia, for example. The only difference between Sabine, Ahsoka, etc., and Bane is that the latter has the whole remove buffs thing.
