    Hi @Jedi_Bane and thank you for the report. "Cycle of Pain" and "Cycle of Suffering" are actually special debuffs and count as such, therefore General Kenobi's special ability "The Negotiator" doesn't grant Retribution to anyone who is suffering from "Cycle of Pain" and "Cycle of Suffering". This is working as intended and not a bug.
