ROTE MANDALORE SM - Not returning eaten character.

I’ve heard of this but for awhile, but finally experienced it myself. When the Dragon ate my toon, I shot it with the harpoon, but it did not spit my toon back out. Is this not a guaranteed thing for my toon to be returned to me? This is so frustrating.
