Summarize your bug I crafted a power cell injector (ionic) It show up as able to equip on bindo jolee but does jot show up as able to equip on darth malgus where i want to place it They both require the same piece???

This is not a bug. The G12 finisher pieces are all individual to each character, even though many characters' versions of that piece require the same components. You can see it in the screenshots you provided - Malgus creates a "Power Cell Injector (Ionic) - Malgus", whereas Jolee creates a "Power Cell Injector (Ionic) - Jolee Bindo".
I get why that doesn't feel like it makes sense, but that's just the way G12 finisher pieces work. If you created the Jolee version, you have to place it on him.
