upgrade a mod quest bugged

it must be bugged... i just did 5 and my count is still 0/10 for the quest. 

Are you upgrading or slicing? The feat is for upgrading, like from level 1 to 15, not slicing mod tiers. Just upgrading one mod from lvl1 to 15 finishes the feat.

Yes, at least I can see that I'm not alone. I wasn't sure if it meant upgrade one mod 10 times or just do 10 upgrades to mods. Then after coming here I learned that I was splicing, not upgrading by their definition.
