During Conquest, Voluntary Vanguard was not working in several battles I did with SLKR. In these battles, no ally is marked. In my example attached, I assume it would be either SLKR or Kylo Unmaske...

Unless I'm mistaken, it's working as intended. It's supposed to put Marked on your strongest unit. But if you're using a SLKR team and he happens to be your strongest unit, nobody gains Marked. To be precise, VV sees that SLKR is the strongest, VV decides to put Marked on SLKR, SLKR's unique kicks in (he is immune to taunt effects, meaning he can't gain Taunt, Marked, etc.), SLKR doesn't gain Marked, VV likely decides that since it tried it's done for the day. Again, I may just be mistaken.
