There appears to be no way to allow the user to select which expansion packs they want to use in the legacy edition. I contacted customer support and they directed me to this forum.
If anyone else would like to see an option to turn on and off expansion packs as desired, please upvote this as support suggested the more upvotes the more chance they will be able to fix this.

This is my number one requested feature! As much as I appreciate having all of the expansions in one bundle, it's just not what I'm used to playing way back in the day. I don't want magic, pets, etc. Just let me select which ones to enable/disable!
I know this is an old post, but I totally agree with this desire.
I never enjoyed playing with Unleashed, Magic or House Party and always uninstalled them in a very short period. I do not want them included in this Legacy re-issue, or at least just give me an option to not install them.
Also replying to this older post. Have you tried to delete the folders inside your game folder?
Not sure if it would stop the game from working properly, but it shouldn't be an issue.. I think!
