When did you start playing with the Strangetown neighbourhood? If you did so at launch, there’s a chance that is the cause, the only way to fix this afaik, is to delete your The Sims 2 Legacy folder (make sure to back up your SavedSims and Downloads folder and any other neighbourhoods you wish to keep!) and let the game regenerate the save folder.
