EnchantedSpoon65 Blue flashing normally means an object is missing a texture. Does it appear in neighborhood view, perhaps as an object you might be able to pick up and delete? If this is a pre-made lot, let me know which one so I can check in my game.

Hi! It appears on live mode only, It appeared again last night when i played but this time its like tied to the cursor. I tried to play on 2 non pre made lots and it appeared, last night i played in an apartment (where the timothy riley lives) and it also still appeared. It doesn't seem to appear on build mode.

It also appeared as a full on flashing blue ground.

EnchantedSpoon65 I have not been able to replicate this in my game. Does it happen in a fresh user folder? Make sure to update and repair the game if you haven't done so already.
To generate a new user folder, please move The Sims 2 Legacy folder out of Documents\EA Games\ and place it on your desktop. Then launch the game, which will generate a fresh one for you to test in. You can later delete the new Sims 2 Legacy folder and place your old one in, but for now check if a fresh user folder has the same issues.
