There is a work around if you really wanted to. It has to be done on a NEW lot though, one sims have never lived on. You start the unoccupied lot as residential, build the house and such, then you can enter a cheat changelotzoning community save and exit the lot to neighborhood. Then go back in and the lot will be considered a community lot. You will then be able to buy the stove, podium and anything else that is only for community lots. When done with that use cheat changelotzoning residential Save, and exit to neighborhood. The lot will now be a residential lot again and you can move in sims.
It is important to start as a residential lot so that your mailbox is intact.
If you don't want to go through all that you can run a fake restaurant. Place a ticket machine and charge to be on the lot, then just have one of your sims cook and serve food. People will pay to get in and then just sit down and eat what is served.
