Sim bin in cas
Have you ever played the premade sims in the cas? There are very interesting ones. I decided to populate the empty town and houses with them. Give them a personality, aspiration, make families, got very interesting results.

I never played them but I did add them to an empty neighborhood for filler. I didn't play the neighborhood long. :(
