Took me a while but here is what I did to work around this problem. I’m running Windows 11 24H2 and Intel graphics.
I uninstalled all copies of the Visual C++ (I had 2010, 2012, 2013 and 2015-2022). I restarted and installed the x86 and x64 latest versions. Restarted again.
I opened up the EA app and repaired the Sims 2 app. Closed it out and opened it again. It has run successfully since. I took a restore point just in case but my wife has been playing for hours now. Good luck.

I'm certain the problem is with the files that form the game being corrupted rather than your PC being at the specification required.
