That's a base game hair. A quick google search found at least one other person with this same issue, but no solution. This sort of thing typically only happens with bad CC. Is the issue Sim specific or does it happen with other Sims? If it's all Sims in that neighborhood, what happens if you try it in a different neighborhood?
