- They stay there. nothing bad will happen, and you can move them when a new Sim moves in (unless you want a haunted house lol). Whatever you do DO NOT delete them, else that is a corrupted hood.

Only effect is that deleting the lot will cause the neighborhood corruption, but other than that, that haunted home is for sale, giving future residents haunted experience. But be careful, moving in a new family will anger the ghosts. Angry ghosts are more violent, break objects more often, whithers the flowers and can scare the sims more farther away, but still cannot climb the stairs. It's more thrilling experience...
