Just to confirm, you do have the base mod as well as the custom disease packages? City Hall (not in-game computers or sims) is where you are looking for the NRaas > Vector menu and it's just not there? And your game is patched up to at least 1.63?
Then I would have to say this is unusual. I would suggest a post at NRaas to catch our developer's attention and see what he might have to suggest. He doesn't have a presence on this forum.
