Assuming you are on Windows and not Mac, try clearing the cache files and cookies for InternetExplorer, de-selecting the option to retain cookies for Favorites. It must be IE, not Edge or the other browsers. Even if you never use it yourself and even if you have Win 10 and it's not easy to find, IE must be in there somewhere as it's part of the operating system and TS3 uses its resources.
