I didn't mention that I am using ellacharmed's fixed Sunset Valley. It was late when I posted, so my head was scrambled. I don't know if that could have anything to do with my own experience of this glitch/bug/whatever. I'm assuming not.
Anyway, I decided I won't force myself to create a whole new lot just to get the tank working for kids. I'm just going to roll with the headcanon that a witch cursed the area long ago. She threatened that children would drown there, so the townspeople don't let the kids bob for apples. :D
