The Focus command can only really work on sims who are instantiated (that's a fancy way to say being animated on the map someplace). Since the intent here is to get rid of the IF who will not be animated at all times, I would suggest on City Hall or an in-game computer:
NRaas > MC > Sim > Advanced > Total Annihilation > (filter to Type of Sim > Service) and find the IF by name to get rid of them.

That should take care of the sim, but may still leave the doll behind. See a bit further up on the page linked to for getting rid of the doll object, but the challenge there will be if there are other IF dolls in town that you wish to preserve. If you need more help in flushing this one IF and only this one out, perhaps you could bring the question to us at NRaas on our forum boards. :)
