Did you hover over the red circle a lot of times it will say why.

@Evalen Have you used the world before? I've had that happen when I've already had a file installed and had forgotten about it.

P.S. I just tried it and it downloaded fine for me. I've used it a couple times and like it, but it's not in (or wasn't in) my current Sims 3 folder. Good to see the download is still fine.

Thank you both, I did click on the red circle and sure enough it said it was already insalled, but I did not have it in my launcher. So I finally found it. I deleted it and checked all files to see if I still had it . All Gone. So I then redownloaded it and low and behold I got it.

There's two things you can try.

1.Clear Internet explorer's cache - even if you don't use it the game still uses it.
2.Go into your Electronic Arts --The Sims 3---Installed worlds and find the world file of
the file you're trying to install and delete it.And try again.

Edit: I see you fixed it, but I'll leave this here in case someone else has issues in the future.
