Honestly, I have no idea. Retuner isn't exactly well-documented at that level, what it does is expose the game's tuning as EA designed it (or should we say as they let it happen in many cases) to a user interface so it can be adjusted by menu commands rather than having to use standalone tuning mods. Some of the tens of thousands of reachable settings will be obvious as to what they should do by their name and default settings, others take some experimentation and even guesswork. Many times I've made a Retuner adjustment myself only to find that I did it the exact opposite way as that which seemed intuitive (higher vs. lower chance of something happening) but it did just what I wanted when I reversed things.
It's really no different from when tuning mod creators make their standalone mods as they don't have any documentation to work with either.
There are or should be several (at least two) values there for each of Base Lifetime Range and Animal Expert Lifetime Range.
And while that may sound horribly unsafe to be fiddling around with when there's no "user manual," it's not very likely that setting things badly in this case is going to affect anything at all other than the lifespans of rodents. Option names in other areas that are totally cryptic are of course best left alone.
