Key to the Town (Glitch)

So my Sim reached level 10 in the Firefighter profession and he was supposed to be rewarded the "Key to the Town." When he went to City Hall thought, the politician who was going to give it to him disappeared while walking down the steps. Like...this situation only happens if there is a script error and the Sim is reset. However, if that is the case the ceremony was cancelled as a result. Is there any way to re-trigger the scenario with or without cheats?
