- That would depend on the file format of what it was you are downloading, not so much that it came from MTS.
If the file is zip, rar, or 7z, it needs to be decompressed first. All modern versions of Windows and Macs have the ability to decompress zipped files. For rars and 7z, you need an additional utility program to work with them at all.
Once decompressed (unzipped or whatever is needed)...
- Sims3packs go into Downloads to be installed by the Launcher.
- Sims file go into Saved Sims.
- Package files go into Mods\Packages, but the Framework has to be set up first for the game to be able to work with package based content and mods (all mods are package based, only some CC is).

If the file is not any of the above (a world as an underlying .world file, a utility program like Custard and a few others, etc.), then again it depends on what is being provided and how.
