I posted instructions for someone else with the same graphics card and device ID as you here, under the spolier:

Depending on what kind of install you have and whether you changed the default install location, the .sgr files may be in one of several places. For an Origin install, they'd be in:
Program Files (x86)\Origin Games\The Sims 3\Game\Bin
If you're not sure where the files are, just search for them in a File Explorer window, click on one of them, and "Open file location," which should take you to the game install files.
The other instructions in the above post, for manually limiting in-game framerates, apply to you as well, since your card is powerful enough to generate fps well into the hundreds if allowed.
