I've played through this career a few times and never had an issue with the performance metrics. It did always seem like the meetings held tone reset to horrible when my sims were promoted, but that's probably due to a much higher requirement and didn't last. It's been a while since I played, but I distinctly remember that my sims would devote work hours and one weekend day to meetings, and that plus maybe one or two meetings after work were enough to keep their meetings held metric maxed out.
The coworkers issue makes it seem like your sim's career progress is in fact stuck though. As a test, you could have him meet the coworkers outside of work, spam enthuse about work comments (broken up by whatever you want) to max out the relationship, and see if being best friends with everyone helps. The requirement for excellent performance is really high though: I think the relationships all have to be at or close to +100.
I know you don't use mods, but you can still find out who your sim's coworkers are by camping out next to the business building as they show up. Some will be journalists, but it shouldn't be too difficult to sort them. Or you can use "meet coworkers" alone and just socialize after work.
If your sim's metric is in fact stuck, the best modless reset is to move him out of his house and back in again.
