Custard is a very old tool and technology has moved on since then. As far as I'm aware it hasn't been updated. Check the date of the Custard file you have to see how old it is. Not when it was last saved to your computer but when it was last modified.
Custard is known to incorrectly identify things that are not CC as CC. And it will similarly miss CC. But it's better than nothing and is all we seem to have to assist when installing .Sims3Pack files.
The thing is that if Custard says something is clean it can not be assumed that the thing is definitely clean without any shadow of a doubt.
