If people don't have the cc you use then whatever you upload will be missing bits if they download them. For example, sims with a cc skin will just be a flat black sim like shape for anyone who doesnt have the skin used installed.
Library files are just pointers to various files used to make the object.
I personally wouldnt load or doiwnloacc anything if I knew it contained cc so I probably can't be of much help to you.
