Uploading as a library file or .sim file (what's in the SavedSims folder) is safer because CC doesn't travel with them. It can travel with a sims3pack but it's not guaranteed.
While plenty of people like CC-free downloads, most places are fine with you using it as long as everyone's credited and linked to. Especially if it's just hosted on your own blog somewhere!
