I've been concerned about this too. I found a couple Sims of the appropriate age for my heir just in time. (She's about halfway through young adult.) I am prepared to cheat if necessary by creating Sims and moving them into a house. I'll just randomize their traits and call it good, as I don't think it's breaking the spirit of the rules to do that (though it might be against them technically). I'd rather not do that, of course, but I don't want the Story Progression to ruin the game for me either.
You are allowed to age-up townies with birthday cakes, regardless of the townie's nearness to their actual birthday. This is different than the rules for your family sims, which state you have to wait for the "ZYZ's Birthday is soon" in game message to pop up.
Birthday-up those teenage townies to give your heir some legal stock to choose from.
