I've been able to run every pack at once since I started playing Sims 3. That said, my current tower is actually able to run Isle Paradisio on a house boat without lagging if the water can be seen while focusing on the houseboat's interior.

I have a few packs I insist on using, such as Generations and World Adventures (I love the No Bills Ever perk). But it's just so much fun to have everything on, even if I don't always send a sim to collage or go on vacations. I may not want to visit the future, but maybe I do still want the clothing options and some of the Build/Buy stuff. Mostly the All-In-One water closets for when using a house boat or tiny house.

Max everything out... But I still have to leave off the anti-aliasing. If I turn that on, willow tree foliage borks out, as does hair and arms if zoomed out any further then "this one sim takes up a third of the screen".

I found that by limiting my FPS to 60 using the Nividia control panel has helped tremendously because the game was not built to run faster than that and also the laptop has a SSD!

I actually find Pets & Island Paradiso to be the packs I despise. Pets because even with Mods they still spawn even though I don’t place any of the pets buildings or parks. I find Island Paradiso is not my game style.

The horses are somewhat annoying at times. But I love how alive Pets makes the world feel since wildlife runs around. And having 2 or 3 kitties in the household is so gosh darned adorable. At least, it is when they aren't constantly waking your sim up in the middle of the night or blocking access/exit from bed.

EDIT: Similarly, I love how Seasons lets you feel the passage of time. Okay, yes, the frequent thunder storms get annoying sometimes. But then again so does bad weather in real life.

turn off morphological filtering in driver software. i used to get that but turning that off fixed it

That's already off. Seems only the Edge Smoothing option in-game causes those problems. Specifically, if it's set to anything above zero tree foliage gets a heavily pixelated appearance when I zoom out and the forearms of my sims develop Triangle Bulges when zoomed out if wearing short sleeves when they band the elbow.

Side note, is there a way to change the UI scaling? I now have a 4k monitor, but well... Here's what happens if I try using a 4k resolution.

That is far too tiny of a UI. I can barely read it.
