Washing machines and dryers will work without having to buy the EP's/SP's that has them in. EA had done a patch just right before the pack came out that has washers/dryers in them so that they would work without having the pack. The washer/dryers were the first things that I brought when I first started playing TS3 and didn't have any EP's/SP's to go with the base game. If you do get the washer and dryer, you might want the hamper as the clothes will just go to the floor without it.
