Bought Sims 3 on Steam can’t link to store

I bought Sims 3 on Steam. It’s not letting me register my basegame to get my store content. I’ve been online, offline. 

I would like my store content. I’ve purchased stuff packs only to make this version different. 

Is it okay for two Sims 3 games? (One via EA App and the other Steam)?
