I think you just solved my skills not showing up problem. I saw your post and said to myself 'hmm' so I looked for a smilar file and I found a similar file that I honestly don't recall downloading called Gonmag_Skills_LN_C_500.package. As I am in the habit of uninstalling all mods before a patch/expansion and keep track of them so I know what needs to be removed, it's weird that one was there (nobody else plays on my computer so I MUST have installed it, I just don't remember doing it, LOL). Ugh. Removing the mod fixed my issue.
