Are those Sims part of the same household? If so, then the Memory makes sense that the entire family would get it. What the game does is that when one Sim in the household becomes a business partner, that entire household gets a share of the profit from that venue. As such, anyone in that household can claim the money from that venue even if they are not the technical business partner that signed up and paid the fees and all that jazz.
This happened when they changed the way properties are bought from individual deeds to an all-inclusive digital set up.
I did not made the Sims at the same time, I originally started with Jennifer Couture and later added Urblake, Rebecca, Vanessa and Lilith Miller to Jennifer's Household and in The Sims 3 Generations, I moved in Elvira Slayer and Jessica Talon so the game thinks Jennifer became a partner and receives the memory (Because she was my first Sim I moved in) while the game states Rebecca became a partner but the notification of Rebecca becoming a partner does not appear. I am not sure if this occurs if I made the Sims at the same time. I could try Hemlock and other households to see how this occurs and the results.
Here is the video that happens with the Hemlock family. This glitch also occurs with EA made Sims as well. I tried the Hemlock household
