You have to install .sims3pack files via the launcher. When you click on download or add to game, the content shows on the downloads tab in the launcher. You have to find the item, click the checkmark box, then install it. Personally, I only use the save as feature for Exchange items because I check the contents of the file first.
The items from the store and/or Exchange are found in the downloads folder of your game files.
Example Path (Vista) - C:\Users\
\Documents\Electronic Arts\The Sims 3\Downloads
