For the past month and a half my Origin has been offline and I now can not log in even for Offline play. The only game I have on Origin is Sims 3. A friend of mine can play without it going through origin, even though hers is also through it. Is there any way that I can get it to let me log in or just play Sims without it going through Origin login?
That depends on when you bought the base game. Sims 3 base games bought before sept 2012 do not have an Origin requirement while the newer ones do. You can still play offline though you just need to login.
As for your error: Make sure you have Proxies turned off. Control Panel --> Internet Options --> Connections --> LAN Settings --> Untick Proxy Server
