@emleey  Thanks for the dxdiag, which shows Sims 3 is crashing because the Nvidia driver is crashing.  So please update the driver.  Go here:

Select Nvidia RTX/Quadro, Quadro Series [not RTX], Quadro M4000, Windows 10, and download the Driver Release 550, from December 17.  Run the installer as an admin: right-click the download and select "Run as administrator."  Restart your computer afterwards and before trying to play.

Longer-term, it would be best to connect your monitor directly to the graphics card rather than to the motherboard as you've currently done.  I believe the GPU only has DisplayPort ports, so you'd need a DP cable or a converter for your HDMI cable, but you should get much better peformance this way.
